Greetings,
Is it possible to overlay a pdf with forms over another pdf (no forms) and still have the forms function? I've tried using the formed pdf as a Stamp, but no go. The stamp comes in fine, but none of the fields are clickable.
I'm not sure if this is even possible. Can someone enlighten me?

I can not think of a software that can actually do that. A more plausible solution is to use a product capable of creating new forms - and add the new Fields on top of an existing file.
For now our Viewer doesn't have a forms designer, but we are working on it as a feature to be introduced in ver3:

Yes...I thought as much. It's not mission critical, more of a "nice to have". No matter what a piece of software can do, we always wish it could do "one more thing".
