I can't open the text formating toolbar
This possibility remain grey. I cant active it.

I don't see any toolbar by that name, but presumably you mean the Properties toolbar.
That allows formatting of text in comments. When a comment is selected, the comment's properties can be modified. When text in a comment is selected, the text formatting can be modified.
If the PDF properties (Ctrl D) security settings don't allow modification of comments, then that option won't be available.
