Good Morning,
I have a user on the latest version of pro.
As of late PDFs in the browser are not being displayed with a full tool bar, to rotate the pdf etc.
The user has been having to save the PDF and then open it.
We would love to restore the function of the toolbar in the browser if at all possible.
Please advise.

Hi hh2013,
Thanks for the post and welcome to the forums! Have the User right click on a blank spot on the toolbar and from the drop-down list, he should then be able to select the toolbars that he wishes to become active. I would suggest activating the 'File' toolbar, then all of the toolbars can be activated from the "View" menu with greater ease.

Right clicking in a blank space or on the document it bring up the following menu, no options for toolbars.

Hello hh2013,
Are there "any" toolbars visible when a document is opened in the browser?
You should try to right click over any currently available toolbars and not over the document itself.
If there are none - then left click the document to e.g. drag a page around, and then try pressing F8, F9 or F11 - this should toggle the visibility of the commenting toolbars/main menu or all toolbars respectively.
