If yes, does it work when PDF XChange Viewer ActiveX is used,

Could you please try to explain with a few more words? What download in particular you have in mind? Is it opening a document from a link, is it the updater's downloaded files or anything else?
If you can provide us with screenshots for comparison of the behavious in our Viewer and other products that would be great.
