Instead of opening PDF's, browser asking to save. Why?

Wanting to delete this post.
I fixed my other issue which may fix this one. Not sure how to delete a post, though.

When simply trying to view PDF's in Viewer, a dialog is asking where I want to save the PDF. So, it is wanting to do a full download of the file versus opening in Viewer. This is a new behavior; previously, it worked as expected - opening in a browser interface using Viewer.

What do I need to do or check to get this back to 'normal'?

This too may have started happening after a recent update of Viewer; can't recall when I did an update in relationship to this behavior starting.

Note - I do have File Association set to Display PDF in Browser.
