Is it possible to do Adobe Reader Enable for commeting?

I noticed that for a PDF file where commenting is permitted in PDF-XChange, that if I open the same file in Adobe Reader 9.4.2, then comment editing is not permitted. I suspect that this is an issue with Adobe Reader, and nothing to do with PDF-XChange, which does permit comment editing.
