Way to create bookmarks in a PDF of scanned images?

I have a 688-page PDF document, and would love to create bookmarks--they don't have to be to specific words, even to a particular page would be incredibly helpful.

Is there any way to do this? I did a search and the response was that you can create bookmarks as long as the PDF is text. Can I at least link/bookmark a given page, if they are scanned images?

First check that you have updated your version of PDF-XChange — current version is 2.5.197

1. Open the bookmarks panel
2. Insert a bookmark
3. Edit the bookmark properties

Bhikkhu is correct, and you can create bookmarks in pretty much any document that is not security restricted (thanks for the help Bhikkhu).

The other topic you saw was discussing the ability to automatically name bookmarks - this is only possible when you have selectable text, but your document being scanned will not prevent you from making and naming the bookmarks manually even though if this might take quite some time.
