I think I have version 2.5.194 of the PDR-XChange Viewer Active X. Is there any annotation available to draw an Arc? If not will this be available in version 3. Also what other CAD features will be available in version 3?

I am afraid that arcs aren't one of the kinds of annotations specified in the ISO standard - so unfotunately - the answer is that no this won't be available in ver3 either.
You could read a bit about "Ink Annotations" though
For the CAD features question: We are not developing a CAD application, so we can't make any promises for particular tool but if you have anything in mind - do let us know - and we will advise if that particular tool is planned.
