PDF X-Change Pro PDF Tools registration msi install

Hi,

I want to deploy PDF X-Change Pro with the msi download with the instructions from here

I am using the Key switch KEY="12345-12345-12345-12345" I find this registers PDF-Xchange Viewer ok but does not register PDF-Tools. Is there a way to do this?
