Question: Is pdf-xchange-viewer free for commercial use?

I noticed on the website that the pdf-xchange-viewer is free for commercial use, but I also found that there is $37.50 license fee for single user?
Please find the attachment for the screen capture.

Could anyone tell me whether it is free or not free?

The Free version is available for private and commercial use and offers around 85% of the features without restriction - the advanced 'PRO' version requires the license fee you indicate.
