When I am working on one project, I might sometimes have 30 pdf open at once. If I switch to another project, I could have a different 30 files open. The easiest way I've found to switch back and forth is to keep each set of files in it's own directory and pin one of each to the Recently used file menu. I open that file, right click on the tab, open the containing folder and select all pdfs.
It would be much nicer to have a project file to which I can add all my file names and just open that.

now this is a popular suggestion. Indeed V3 when it is released is planned to have a 'collections' feature where you can organize documents in a fashion similar to what you describe.
