Hi,
I am using a free version of pdf-xchange viewer on a Windows 7 64-bit computer. Whenever I want to change a pdf file's rating, I always encounter
such error as "Error 0x8000FFFF: Catastrophic failure".
Anyone can help me through this?

No, then following your advice, I did "check for update" until there's no update.

Shell extension does not support System:Rating property, so, there are two ways: remove this property from the list of properties for PDF file (what is done in a new build), or even on store return that everything is ok to prevent the error message.
