I have a user that using the Typewriter tool. But when he clicks into the page the Properties toolbar isn't showing any Fonts. I've never seen this before. He has plenty of system fonts that are showing up in other apps. Why would your font combo box not be populating fonts?

the Properties Toolbar is context sensitive, are you sure that at the time the fonts are not showing is definitely when the text is selected and not the Typewriter object itself? With the object selected the Properties Toolbar does not show font properties but the properties of the container, border style, fill, stroke etc. If the text within the object is selected the Properties Toolbar changes to show the properties of the text, font, size etc rather than the properties of the container.
Is that perhaps what is happening or is it definitely that the user has the text itself selected and the properties Toolbar is still not showing the font properties?
