Hilite Text Tool not working

Today I received 4 PDF files from an organisation.

When I try to use Hilite Text Tool the mouse pointer assume the Hilite Text Tool IP but does apply hilite.
Other PDF files can be hilited but not the 4 new PDF files.
Some files are scans of tables with a mix of PC fonts and handwriting.
I am trying to hilite some of the set-fonts, obviously not the hand writing.
Some of the PDF pages are not exactly horizontal, but one PDF file is a catalogue and I cannot use Hilite Text Tool in it.

Sticky-note, Typewriter, TextBox, Callout tools all work -- but not Hiliter

Security is cleared
Files are not secured

It has me stumped.

Today I updated PDFXchange Viewer from v2.5 (Build 211.0) to v2.5 (Build 212.0) (Aug2013; 18:41:41) ... FREE

Should I be using "Editor" or do I just have dodgy originals from the sender. ?
Where can I download "PDFXchange Editor", I cannot find an "Editor" link ?

Hello bawldiggle,

From your description it seems like those files are scanned images of paper documents. Even though some of the "text" on them appears to be machine input - it's still part of the same image that was scanned from the paper original.
The solutions are to either OCR these files and then use the Highlight tool, or use a different tool that will mimic the same behaviour. Please check the below KB article "How do I highlight things on a document that contains only images":

Your suggested links work a treat.

Many of the features in free Viewer are disabled.
Should I just use Viewer PRO or is Editor the new Viewer Pro
Can you direct me to Editor for commercial use ?
