Change Scale Ratio op tion is greyed out

I just purchased the pro version, and the option in the measurement tools to Change Scale Ratio is not accessible. Right-click on arrows does offer it, and does not appear to be locked. It worked fine in the free version, right from the beginning. How do I activate this option?

I am attempting to insert a partial screen shot of just the toolbar, but I'm not sure it's working ...

There is no functionality difference between the Licensed and Free 'versions' in this context, indeed it is the very same program, just with the Pro features unlocked. This part of the KB article is key and may explain what you are seeing:

...you must set the Measurement Tool's units prior to placing the object by using the "Properties" toolbar after selecting your desired measurement tool (Distance Tool, Perimeter Tool or Area Tool) but before placing the object. Once a measurement tool has been placed it's units cannot be changed.

I do have the properties bar up, the units are set to 1 cm and 1 m. In the other version, it seems to me I only had a small part of this whole toolbar, right in with the measurement tools, once I clicked on the arrow. I suppose I could go and customize that, but I'm not sure what that particular command is called. I thought it would have been "Change Scale Ratio", but that doesn't light up when I choose a line/arrow ... ?
