Hello,
You can toggle the menu bar using F9. Otherwise, right click on an empty area of the toolbar and go to Customize toolbars. There, choose the reset all option.

Currently, I have no toolbar(s). I recall there being toolbars across the top ... but in trying to unclutter the UI, I managed to get rid of all of them, with no evident way to restore them. The only command list I can invoke is by right clicking in the display area; this lists the basics, starting with Copy, etc. Is this everything? As mentioned, I recall there being more to the commands interface than this

I guess that actually you only see the title bar with PDF-XChange Viewer.
When you press the F9 button, you should see the Menu bar reappearing (with File, Edit, View, Document, ...).
Now, when you do a right mouseclick in that Menu bar, you will get a shortcut menu where you can re-activate the several Tool bars one by one, or where you can click "Customize toolbars" and then "Reset All".
