Chrome/Firefox print to pdf non editable

Hello,

I'm new here, but seems web page converted to pdf is saved as picture, that means non editable. There is no problem with document converted from ms word.
I do not found any related settings while i use pdfsaver. Do I miss something?

Chrome has own pdf converter and it working as I expected. Saved pdfs are editable. But I want to automate page saving and look for external html to pdf converter.
