Text alignment problem with some files

Hi. Sorry if this has already been discussed. I searched and did not find.
Sorry for my poor english! :oops:

I´ m having a problem with some files: they don´ t modify text alignment:

I'm trying to change the text alignment of some files (only some files) to justified, but the alignment doesn't change and stays as it was (1 and 2). If I try to "pull" the text using del, the first letters of the first word start deleting (2 and 3).

Or using backspace, the words on the bottom line end up joining the words on the top line and don't accept the space between them, returning to the same position they were.
Is there any way to fix this?

I've also compared this table with other files that aren't having this problem and I didn't find anything different.

I managed to solve the problem with reprinting to PDF. It´´ s a internet page. The problem may have been caused by the program I used to print to PDF. :roll: :oops:
Even so, here is the problem file. Try on page 12.

Hello lindermman,

Thanks for the sample file! I think the issue is with the spaces in that paragraph. They are likely "non breakable space" - and as such the justification considers e.g. "(Redação dada pela Lei Complementar 192 de 22/12/2015)" a single word. If you are in text edit mode, and try to replace the spaces in that line (highlight the space, then hit your spacebar) and you will see that the justification starts to work:
