(These could be keyboard shortcuts or hotkey combinations, although actually I'm referring to a sequence of individual key-presses to progressively step through the menu hierarchy — see examples below.)
Steps to reproduce:
- Open/create PDF document.
- Add a comment to the document using the Typewriter Tool.
- Select some or all of the text. (Strictly speaking this is not necessary when demonstrating the bug, but it's a typical use case.)
- Access a function on the Format menu via the keyboard, using the relevant sequence of individual key-presses commencing with Alt and then following the hints that are displayed on screen. (To easily see the effect, I suggest applying superscript or subscript. In the latter case the sequence of individual key-presses should be Alt, Y, 1, Y, 8.)
The selected text would be formatted according to the selected option (e.g. as subscript).
(More precisely, the subscript setting would be toggled. However, I assume that the default format for comment text would typically not be subscript.)
Observed behaviour:
The selected text is replaced by the last character in the sequence of keystrokes, which would be formatted according to the selected option (e.g. as subscript).
I have reproduced the same behaviour in totally unrelated PDF documents, and also with different keyboard language settings.
UPDATE 1:
When the Alt key is held down during the entire sequence of following keystrokes, the expected behaviour is obtained.
For instance, pressing the sequence Y, 1, Y, 8 while Alt is depressed. I write this as Alt + Y,1,Y,8.
UPDATE 2:
When the Alt key is held down for each of the individual keystrokes in the following sequence, the expected behaviour is obtained.
For instance, pressing the sequence Alt+Y, Alt+1, Alt+Y, Alt+8.
Given these updates I'm not sure whether the original style of individual keystrokes is intended to be supported or not. But either way the behaviour is unexpected.

P.S. I inadvertently discovered that Alt+1 is a hotkey combination to bring up the File Open dialogue. A little surprising, as I would have expected only two keyboard routes to do that: the hotkey combination Ctrl+O or the sequence of key-presses Alt, F, O, B. UPDATE: Alt + F,O,B also works, as does Alt+F, Alt+O, Alt+B.
