Inserting pages into a pdf file

I want to use the insert pages function in PDF-exchange viewer pro.
When I look at the document menu Insert pages is greyed out.
The document I want to insert pages into does allow changes to be made.
What am I not doing?

Currently the new PDF-XChange PRO Viewer offers these additional Features :

Add/Edit Bookmarks.
Delete Pages.

Since buiold 36 it also offeres move pages in thumbnail view also
