I have the latest version of PDF XChange viewer (2.0.0036) and it is not correctly rendering this PDF:

Confirmed. It seems to be some kind of font substitution problem.
The fonts Industria Solid, Officia Sans Book, Universe Condensed, Gills Sans and Futura Condensed Bold are substituted differently in PDF-XChange than it is in Adobe Reader. Check the Document Properties. Foxit Reader does better, but I don't know what font it uses. I guess it does the same as Adobe Reader.
Adobe > Adobe Sans MM
PDF XChange > Lucida Sans Unicode
It is a badly made PDF file, which PDF-XChange does its best with, but it could do better. I believe that the problem is that the authors used fonts that don't have embedding rights, so all PDF readers have to use font substitutions if the right fonts are not installed on the host PC. Adobe's guess is better than that made by PDF-XChange.
If you create PDF files, use standard fonts, or fonts with print and preview embedding rights.

Further to Bhikkhu's post - the problem is because:
1. The Fonts are not embedded, so the Viewer must find some suitable font substitute font.
2. Fonts use custom encoding's with some characters outside the standard Adobe character set.
Adobe (and maybe Foxit too) ignore such characters and use the Sans MM font for substitution. Our Viewer tries to find a font where such characters are present, and Sans MM is not one. In this case when such characters are actually used Adobe will not display them, our Viewer - will display if a suitable font is found.
Sans MM is an 'adjustable' font, so it can better simulate non-embedded fonts than any 'regular' font, so it will look much better in most cases.
so this is a rare example when the incorrect approach will work better.
