copying an image in PDF xchange in a pdf document you can see it appears blank in my clipboard program (Ditto) – the same would happen in the native clipboard system of Windows 10 I imagine.
Then when copying it from word (after having pasted it there), it is not blank anymore. The significance of this is that when it is blank it does not sync to my clipboard syncing software (samsung flow)
(Although it does when pasting it into word and copying it again there)

what tool are you using when you copy the image? I used the Edit content tool with Images selected and it did have a preview in the Windows 10 clipboard.
Unfortunately I could not take a screen shot of the Windows Key + V that shows it, the key strokes fore the screen capture were enough to cause it to go away, but it was definitely visible.
I am keen to reproduce your case.
