Pressing the shortcut once brings the panel up as intended,
but pressing it again does not remove it (as I think should be the case, like with the bookmarks panel for example)

Hello MedBooster,
Try the "Properties Pane" instead. The default shortcut for that is Ctrl + ' and with it you should be able to toggle the visibility of the said pane.
