I often get PDF files where you can click on a heading in the table of contents and the PDF jumps to the page where the heading is.
I am sure that PDF-XChange contains this functionality, but I donot know how to use it.

Here are steps to create clickable TOC, but you do it in Word. I copied the steps from answers.microsoft.com.
- Right-click on the ToC.
- Select "Edit Field".
- Select "TOC" from the list.
- Click the "Table of Contents" button.
- Check the "Use hyperlinks instead of page numbers" checkbox.
- Click the "OK" button.
- Click the "OK" button on the little window that pops up.
- Save.
- Save as PDF.
