PDF export out of word has no contents page connection

I often get PDF files where you can click on a heading in the table of contents and the PDF jumps to the page where the heading is.
I am sure that PDF-XChange contains this functionality, but I donot know how to use it.

Here are steps to create clickable TOC, but you do it in Word. I copied the steps from answers.microsoft.com.

• Right-click on the ToC.

• Select "Edit Field".

• Select "TOC" from the list.

• Click the "Table of Contents" button.

• Check the "Use hyperlinks instead of page numbers" checkbox.

• Click the "OK" button.

• Click the "OK" button on the little window that pops up.

• Save.

• Save as PDF.
