Can't transfer license from old laptop to new

I followed Tracker Software's instructions, deleting the license from my old laptop, then trying to activate the license on my new laptop.
On the Help\License Key menu, when I enter the license, PDF-Xchange indicates that the Key State is "VALID, NOT ACTIVATED".
However, when I click "Activate", I receive the following error message: "Unable to activate the PXP90-************= key.
Reason: number of activations exceeded for this key."
I use PDF-Xchange on one other computer, but per the license, I should be able to install it on a second device.

What should I do?

FYI I'm running on Windows 11 and PDF-XChange Editor is v9.0, Build 354.0.

Hello jbr613,

It may be that your old computer has not been successfully deregistered. Please log in to your Tracker-Software account page and go to the "Activation List" to deregister the old computer that you no longer use so that you can register a new computer. Please refer to the following page.
