It always gets reset to 100%. To reproduce:
1) Set Scale % to 110%
2) Click OK (this will probably print a page)
3) Exit PDF-XChange Viewer
4) Start PDF-XChange Viewer
5) Select Print... (to being up Print dialog)
--- The Scale % will be reset to 100%.

I would not regard this as a bug at all. I am sure it is by design. Why should the viewer assume you wish to use the same scale % for different documents?
I would regard it as a bug if the print scaling remained at 110% the next time I ran the viewer. Some might regard it as a design flaw that the print dialogue remembers its settings for other documents, but I suppose some might regard that as a feature.
