When the "Text Field Property - Locked" is "Yes", I can not change the settings for the property "Read-Only". When it is set to "No", there is no problem. See attached screencast.

Hello Peter2,
Yes - that is intended.
When you Lock an object - you can still see it's properties but can not make changes to those. While ReadOnly should only display the object in question, but prevent any interaction with it on the page. So the two have their distinct and separate meaning and effect.
