change permissions

I have a document with no user password but with a permissions password.

I know the permissions password BUT how do I use this password to change permissions in PDF-XChange Viewer?

For now Viewer do not support changing security (even for your case too). We plan to add this feature in one of the nearest builds, but I cannot say when it will be ready.
