measurement tool adjustment

How can I change the scale factor on the new measurement tools so that the measurement displayed relates to what is being measured on the page?

1. Turn on Properties Toolbar (press Ctrl+E, or use View -> Toolbars -> Property Toolbar).
2. Activate any of Measure Tool.
3. Into Property toolbar specify scale you need.

Ivan, the scale is not an option that can be changed. It is fixed at 1 km = 1"

Changing the units of measurement in Preferences also has no effect either — I would expect it to change to 1 km = 1 cm

yes, you cannot change scale for already created measures. you need to change the scale for the measurement tool properties - before making annotation
