Offsetting Vectors

Hi all,

I'm trying to find a way to offset native vectors in a pdf, I'm able to individually select and manipulate the vectors that come with the pdf but as far as I can tell there isn't a way to extract the coordinates from the selected vector.

If I could do that then maybe I could finagle a JS tool to calculate the offset coordinates of something like that and then draw an offset duplicate of that vector as an annotation polygon line.

I'm able to basically accomplish the offset function by using Inkscape, but that doesn't preserve the annotation layer of the pdf.

Anybody have any advice? Or a different approach altogether?
