Hello Jensen Head,

I am not sure if this is the same situation you are describing, but I can reproduce a similar behavior by selecting an item other than the default sRGB IEC61966-2.1 as RGB for Working Spaces in Color Management in the Preferences dialog. However, this would apply to more than just the Rectangle Tool, so it is probably not what you are seeing.
