The timing of a tooltip displayed when hovering over a hyperlink set to text in a text comment is a bit odd

Hello all,

I have noticed that when hovering the mouse over a text hyperlink inside a text comment, the timing of when a tooltip appears is a bit odd. For example, in the video below, for each of PDF-XChange Editor and Acrobat, the mouse is hovering over a hyperlink with the text cursor in the text comment.

In PDF-XChange Editor, a tooltip appears the first time you hover, but not the second or subsequent times. In Acrobat, on the other hand, a tooltip always appears when hovering, regardless of the number of times it is hovered. Although the situation changes depending on the number of hyperlinks in a comment, the timing of the display of tooltips in PDF-XChange Editor seems to be a bit odd.

I considered the possibility that once the tooltip is displayed, it has served its purpose and the tooltip is intentionally suppressed from the second time onward. However, since no such control is applied in the tooltip of a normal link, I think that this behavior might be unintended by the developer.
