When using the selection tool, a blinking text cursor appears. But this cursor cannot be moved with the arrow keys.
It looks like either the presence of the blinking cursor, or its unresponsiveness to arrow keys is a bug.

Neither are bugs. The selection of text with the keyboard is not implemented, and the presence of the blinking cursor indicates where the selection begins. Click with shift to extend the selection, or drag.
