This is the context menu I get upon a right click in full-screen mode. I'd like to customize the commands that appear. I'd like to have the option to switch between pen and the select tool, for instance.
How is that done?

I am afraid that there is no such option, but you can toggle all kinds of tools or formatting, using the added keyboard shortcut:
