Forum Rule 3 says, "All files uploaded must be contained in a recognized archive format such as .ZIP, .RAR or 7z."
Does that apply to PDF files onlyl? Or does it apply to .PNG screenshots, too?

It is a bit of a dated ruleset, and is left in place mostly as a fallback incase we need to remove those features later on (and to fool bots into avoiding problems).
You can certainly try to upload in most common formats, the Forum will give you an error message, and omit the item if it is unsupported. PDF files, many images, and even some video files should currently be supported.
Anything else, including settings exports should be placed in a zip archive before upload, yes.
