I think I understand the problem. Some how (in the new build?) the preference for the OCR Engine got switched to Enhanced rather than Default.
I withdraw the post.

Accidentally switching to "searchable image" would indeed prevent the EOCR from generating editable text in the file.
On my end, the OCR seems to be retaining the last used EOCR settings during an update process, but I am glad to hear you were able to resolve this.
