Allow zoom speed adjustment when high-precision / smooth scrolling device is used

Hi,

There is some room for improvement when it comes to scrolling with a high-precision / high-res / smooth scrolling device. In my case, I have a high-res mouse wheel.
PDFXCE currently properly interprets smooth scrolling when just scrolling through pages of a document.

However, when the mouse wheel is for zooming or scrolling the ribbon, we start to encounter some issues.

Case 1 - Zooming in and out with the mouse wheel
The document zoom speed is almost uncontrollable as a slight touch of the mouse wheel zooms multiple levels.
I suspect that the program is capturing individual scroll events with small scroll distance values.

Case 2 - Scrolling through ribbon menus with the mouse wheel
One small scroll movement on the mouse wheel flips straight through to the first/last menu.
Probably same issue as Case 1.

It would be great if smooth scrolling scrolling with such a device can be supported.
