Highlight, underline and other tools are disabled on one file. On other PDF files the tools are enabled and work well

What are the document properties (Control D to view the security settings)?

Is there any text in the document?

In the document permission detail everything is

Not Allowed.

How to change it?

Create a new PDF file without security protection. PDF-XChange Viewer must respect the settings on the file and not allow any commenting.

I have the same problem with documents where document-settings are "Allowed".
In some of these documents the highlight-tools works well, in other they don't work.
What can that be?
