Add drag-n-drop to the Comment Styles Palette

Add drag-n-drop to the Comment Styles Palette

Problem / Use Case
Currently, after customizing a comment style, the user cannot drag it into the Custom Styles palette; this functionality is not supported by the application.

Current Workaround
I don't know. And the interface doesn't suggest any other way to do this. Current Style does not have a context menu, and when you select it, there is no button in the bar at the top of the window that would allow you to save the current settings for future use. `Clone` button.

Dragging items is not supported for any items in the comment styles palette, the clone" button is the only solution no matter whether you have the current or a custom style selected.

Drag and Drop has been a long term request, but it is not at this time a priority - due to how we have implemented the core functions of the comment styles palette. In time this may see review, but I cannot promise anything coming anytime soon.
