how can i make my text field scroll through without clicking inside the text field.

here is my example. i am reading a pre filled document for signing it has a text field already filled in with terms and conditions i want this field to scroll through the text when the mouse is hovering inside text field and scrolling. hope you can understand wht i am trying to say.

Thank you for the excellent question and explanation. Unfortunately that is not how fillable form fields work in PDF context. The interactive element in question needs to be selected to enable scrolling through its contents.

The best alternative I could suggest is to use the "export form data" function (from the Form tab), to export the file to a CSV format, which allows you to view the whole form contents in a spreadsheet, with all the other distractions on the page.
