RT#7733: Issue with wheel navigation in full screen mode

Hello all,

Description:

• I noticed that when "Page Transitions" are enabled, the page does not switch when using the mouse wheel immediately after entering full-screen mode via a keyboard shortcut.
  
  Interestingly, this issue does not occur when entering full-screen mode by clicking the command button in the upper-right corner of the window; in that case, the mouse wheel works immediately.

Steps to Reproduce (as shown in the attached video):

• The verification video consists of the following three parts. All settings were initialized to default before starting the test. Timestamps are indicated in brackets [ ].
  
  
  • Part A: [00:03 - 00:43] Creating a sample file.
  • Part B: [00:47 - 01:05] Entering full-screen mode via the command button and then using the mouse wheel.
  • Part C: [01:08 - 01:32] Entering full-screen mode via the keyboard shortcut and then using the mouse wheel.
  Note: While the screen capture does not visualize mouse wheel input, I began scrolling immediately at the start of both Part B and Part C. In Part C, the mouse wheel only starts functioning after clicking the document area at the [01:22] mark.

Expected Behavior:

• The mouse wheel should trigger page transitions immediately after entering full-screen mode, regardless of whether a shortcut key or the command button was used.

Observations:

• It is unclear why the behavior changes depending on whether the document area is clicked. I have attached the sample file created in Part A for your reference.
