I am using 2 User Accounts on my Win-11 PC, both of them are me/owner/Administrator.
However, when I try to use PDF XCHANGE EDITOR on the 2nd account, it opens but then "Not Responding".
Is there something I need to do to make it usable across multiple accounts?

That is a very strange scenario to be sure.
Before anything else, please do try reinstalling the software fresh, this time ensuring to run it WITHOUT choosing to "run as admin".
This could be a simple creation permissions issue. Specifically:
1. uninstall ALL software published by us.
2. restart the PC
3. download and run the latest installer from our website
4. restart once more
5. run the software on either/both accounts.
If the issue persists after that, please record a "process dump" from the software while it is not responding, as detailed here:
