Embed a stamp so it cannot be removed, while still allowing pages to be added later

we are looking for a way to insert a stamp into a PDF and then embed it permanently so that it cannot be removed or deleted. At the same time, it should still be possible to add pages to the PDF afterward (e.g., append or insert pages later).

So far we have tested the following:

Stamp (including “embedded” stamp): it is still removable/deletable.
Signature as a stamp: this does make it non-removable, however afterward it is no longer possible to add pages to the PDF.
Could you please advise whether XChange PDF offers a recommended workflow or specific settings to make a stamp non-removable without locking the document so that no pages can be added later? If this is only possible via certain security/permissions options or a particular process, step-by-step guidance would be greatly appreciated.
