1. Is it possible to create a callout without a border? Setting the border weight to 0 doesn't seem to be working.
2. Is it possible to add a text annotation at an angle?

1) The problem with callouts is that they need a line and arrow head, which uses the same line as the border, so if the border was 0 there would be no arrow or line. What you can do is set the border and fill to the same colour, e.g. blue, and use white text.
2) No. Text annotations cannot be rotated at an angle. You can create custom stamps from an image or PDF file to stamp the document with standard text at an angle.
