I'm using Version 2.0 (Build 40.7) on a Dell computer with Vista Home Premium 32 bit OS. I've got 7 stamps I have created but only 3 and part of a 4th stamp display when I select the Stamp Tool. If I show the Stamp Palette, all 7 user made stamps are there and can be edited, etc.
Actually, if I cursor to the right when the Stamp Tool is displayed, I can select the hidden stamps "blindly" by guessing how far over the stamp is.

This is what I see. I wonder what is wrong with your setup. Have you tried moving some buttons with the customise options?

Attached is the screen shot of the menu I receive. I don't know what you mean by "...moving some buttons with the customise options?"

Re: User created stamps not showing in Stamp Tool
From your screenshot it seems that you don't have a vertical scroll bar, and your seven images are in a single row. If I show the standard stamps palette as well as my custom palette, I get a vertical scroll bar, and my custom stamps appear in three columns. Scrolling with the mouse wheel is simple.

I don't think moving the buttons or menus to a new location will help your problem. (right-click on the toolbars or menu bar to get the customise dialogue)
Try creating a new custom palette and add the images again.

Re: User created stamps not showing in Stamp Tool
This bug (which will be displayed in specified screenshot) will be fixed in the next build.
Thanks.
