Why are two menu items and two shortcuts used for this?
Why not toggle view comments off/on with a single command and a single menu item?

Because it is not toggle operations. For example, you have two comments, and use "hide all comments" operation. now these comments are hidden.
Now you are adding one more comment. And now when you use again "hide all comments", third comment will be hidden too, not all comments will be shown.
