Two context menus appearing

In build 41.5, I just noticed the following odd behavior. Suppose I have used the highlight tool on some document text. If I right-click on the annotation, the context-menu for that type of comment appears. Then if I press the Escape key, another context-menu appears - the generic one that would appear if I had clicked on a blank area.

One of my users (I am using the SDK product) tells me of a similar behavior, but he says the second menu appears just a moment after the first one, making it impossible to use any of the commands on the first menu. I showed him how to get around this by using keyboard accelerators or buttons on the toolbar instead of relying on the context menu, so it is not a critical problem, but it does seem to be a bug.
