'Secure' document?

'Secure' document?

I'm wondering why I would be able to mark up one document from the same source [similar content] and need a password to do so with another? Is there a way around this?

Because one is password protected and another one isn't.
Your question should be addressed to the creator of these documents as to why they set passwords :wink:
