Programatically Add "Open a File..." HyperLink w parameters

Hi,

We are trying to programatically perform the same actions as the following manual steps.

Link Properties Dialog->Actions->Add->Add "Open a File..." with parameters

Is there any way to automate this manual operation?
We have been able to do web hyperlinks with javascript, and even local files using "file://" but we can't find a way to pass parameters like when using the dialog box manually.
Any ideas on how to do this or when something in the api will be available to allow this?

I'm afraid that there is no way to create a link with additional open parameters using Viewer ActiveX
