Comments / Properties Toolbar is unavailable

I have read HOW_defformat.pdf but my comments / properties toolbar (Ctrl-E) isn't available. It is grayed out in the context menu and Ctrl-E doesn't do anything. I have done this with typewriter text selected, the object selected, etc. Any ideas?

Before the properties toolbar can be used, one must make sure it is selected as "visible." Right click on the Viewer toolbar. Make sure Lock/Unlock all command bars is unchecked. Presuming it is checked, unchecking it will allow you to see the various toolbars you might use in the Viewer. Just right click it again after the toolbar is unlocked. Seems to me that your properties toolbar is unchecked..

Check it and it should become visible on your toolbar. Then, lock the toolbar again in the same way you unlocked it.
